For articles, try to contact the writer, I would suggest. I used a couple lines from an OOP (out of print) picturebook…and because it was OOP, I had to contact the author herself…which ended up being a real connection and some great communication AND she gave full approval to my request (which then went — appropriately — into the credits in my memoir). As for the title, again I’ll say that titles are not copyrighted, so you can use them as needed. Cheers!
